I constantly see slalom courses set up in the chain of lakes that I live on (Clermont, Fl). I never see anyone running these courses.

Is there some kind of unwritten rule about using the course? Do I need to try to track down an owner before using it or is it okay just to start using it?

In Minnesota you need a permit to put a course in overnight.
At that point your property pretty much becomes public property.
You may want to inspect the bouys at the boat gates for a name or phone number, but I doubt you will find any.
If it was your course what would you want?
I think you could run the course but keep this in mind -
If you abuse the course the owner may pull it or abandon it.

Before you use it make sure you understand what I consider rules of etiquette.
1. If you knock a bouy lose retrieve it and reconnect it.
2. Carry a few deflated bouys (both colors) and a pump. If you destroy a bouy, replace it.
3. If there is a fisherman sitting in it, you can ask politely that they move, but can not insist.
4. When your skier falls be careful when turning the boat so your rope does not snag a bouy.
5. Try to learn how the course is built so you can straighten it without damaging.
6. Don't hog the course. After 4 passes move off safely to one end and wait your turn.
7. Make sure you have the driving skills and the boat needed to stay in the course. Shallow draft outboards without a pylon are not good candidates for following a straight line.
8. I have probably forgotten the most important one, just not sure what it might be...
