Replacing your cable is your only option....if you have never done it before it is not that difficult and should only take you a couple hrs.

From what I have witnessed in friends boats surging is caused by one of 2 things: the cable is not moving freely ( which you have said is not the case) or to sharp of an arc in the cable.

I have seen a similar issue when the PP cable to the throttle was rubbing on the indmar plastic cover thing. Also seen this result with the same cable having too tight a radius.
