If the black switches are all in the OFF...
If the black switches are all in the OFF position, then you might have bad valves....go to Home Depot and replace them....about 13 bucks each....takes a couple minutes.

I replaced the two rear sack valves with new...
I replaced the two rear sack valves with new Orbit valves at Home Depot and it worked wonders! I saved the third for when the front sack goes bad.
