What Adhesive To Use???

Does anybody have a suggestion for an adhesive to reattach my trailer step pad? The pad is in excellent shape but after 13 years the glue just got up and went. I was thinking of a spray contact glue like 3M but I'm not sure how it will do around water. I'll need to clean the area under the pad as there is a ring of dirt along the edge.

I wojld use the 3m contact cement in the can, use the gel version

Thanks for the reply. I peeled most of the pad back and pressure washed the dirt ring going around it so tomorrow I'll get it glued down.
